You might check out the the net4501 from Soekris Engineering
(www.soekris.com).  The CPU isn't as fast as you spec, but it forwards
at nearly line speed anyway and has support for hardare crypto via PCI
and mini-PCI sockets.  It also uses CF instead of Flash DOM, but CF is
easier to work and cheaper.
