Hmmmm.

Slight guess, you don't have a /usr/share/tmac/mdoc/locale directory?
I added a few new directories to the mtree files in /usr/src/etc/mtree.

Because if you compare the two snippets you sent me, you will see that
the install usage is identical, albeit not as much files get installed,
and yet you get an error.  And since the other one errors in locale,
which is a new directory, I am betting that you don't have that dir.
