I don't understand what you mean.  

You can set up a "master ntp server" in your domain and point all your ntp
clients at that machine.  xntpd does support this type of behavior, I
believe it's the 'server' command.  See the man page. 

timed is rather deprecated since it implements TPD while everyone else has
bought into NTP.
