I believe it is rebuilt at boot, but if you don't boot because you're
already up and running and just adding a distribution later, then you have
to reboot to pick up the library changes so that ports library detection
(and presumably other things) work correctly.  I guess I'm thinking more
in terms of making the distributions be packages: i.e., part of the
install procedure would be to automatically run ldconfig to pick up the
changes.
