No, it won't.  @foo specifies that dig should use foo as the nameserver.  I
think you'd need

dig -x 63.8.31.60 ptr

The only thing which annoys me about dig is that you don't do "dig
foo" where "foo" is a local name, you must explicitly say "dig
foo.my.domain.whatever.com".  Oh well.
