Take a look at /usr/ports/Makefile and /usr/ports/Mk/bsd.port.mk.
In particular look at the describe target in bsd.port.mk.

Nope.  It is all done by the Makefiles, bsd.port.mk, and a perl
script (ports/Tools/make_index).  XFree86 shows up because in
bsd.port.mk

USE_X_PREFIX -> USE_XLIB -> LIB_DEPENDS+=X11.6:${PORTSDIR}/x11/XFree86

A LIB_DEPENDS is both a build and a runtime dependency.  Clear
as mud? :)
