Well that's a matter of interpretation.
I'd say that using @localhost in your message ID is simply making yourself
far more likely to violate this piece of RFC2822 :

   The message identifier (msg-id) itself MUST be a globally unique
   identifier for a message.  The generator of the message identifier
   MUST guarantee that the msg-id is unique.  

But then, as I said, that's just my interpretation.
