No, that's done on purpose.

My attempts to get a volunteer from Canada to set up a FTP server in
Canada has been in vain so far, so we aliased ftp.ca.freebsd.org to
ftp.freebsd.org which, yes, is at tdk in Denmark. 

The alias is there so that previously published links from the time that
the archive was in BC still work.

No mistake... perhaps if you can suggest a better host to alias it to I
can change it.

I'm located in Waterloo, Ontario.
For me, at least, ftp.ca.freebsd.org is an alias for
ftp.beastie.tdk.net,
which is located in Denmark.  The same is true for "ftp.freebsd.org".

This is a problem.
I recently attempted an ftp installation of FreeBSD 4.7.
I chose the default ftp site, ftp.freebsd.org,
and ended up pulling 10KB per second from Denmark.

I think that a DNS server must be misconfigured.
Do you agree?
