When installing FreeBSD in sysinstall I had selected vim, so wouldn=92t =
it
be the assumption that vim has already be installed?  Should I not
assume this as well as not to assume that other such programs from
sysinstall has been installed either?

Upgrade to ViM, which is the standard install of vi on most versions of
Linux.

I recently installed FreeBSD, one thing that has been quite annoying is
that my VI editor is not allowing me to delete with the backspace key
and there are other commands that are not being allowed that are on many
systems.  Is there a way to fix this?
