Maybe I'm just overlooking it, but I've scanned the Porter's Handbook as well 
and I don't see anything here either about proposing apps for porting.

There is an email address <ports@freebsd.org> and I could send some mail, but 
I figured there would be some sort of policy regarding this since FreeBSD is 
largely based on contributions and voluntary efforts.
