It's a "soft limit" - during the initial days of code freeze I've been very lenient on people just jumping in and doing doc fixes since the potential risk is so small, and on a few releases I've even stated that such carte-blanche was available for such-and-such a period of time. At other times, and on other releases, I've been a bit more hard-nosed about any changes under src/.
