It seems to be that I'm going to hit that error multiple times, for
example audio/esound needs
CONFIGURE_ENV=3D	JW=3Dfalse
to compile (jw is another tool from docbook-utils)

So I'd like to change the question a little: Is this the right way to
fix these kinds of errors, and should I submit patches (via GNATS, via
ML, ...) like the one for fontconfig?

Or should I instead try to figure out why exactly the documentation
generation using docbook-utils+docbook-410 fails, and perhaps document
that somewhere?
