Probably about the time the most popular user mail agent on the
internet quits sending HTML by default, and people starts wrapping
lines at 78 characters as RFC 2822 says they should.

You have to ask Apple why they wouldn't do that. I think the answer is
obvious - if people could get the Mac interface without having to pay
for a Mac, why would anyone buy a Mac?

I also recommend you check out what Jef Raskin - who designed the
original Mac interface - has to say about the OSX interface.
