I don't have any references to gdb.1 either:

    cd /usr/obj/usr/src/gnu
    find . -name .depend | xargs fgrep gdb.1
       [ no output ]

If I put a 'NOMAN=1' in the gdb/gdb/Makefile, then it will get through the
build.  I think that what's happening is that the Makefile wants to build 
a manpage by default, and it can't figure out how.  Since gdb.1 does not
exist any more, it's causing an error.  I don't think that dependencies have
anything to do with this one.

Either the gdb.1 file should be put back (was it erroneously removed?) or a
rule should be added somewhere telling it how to make the man page.
