IMHO, it's only on the snapshot CDs, since they are more targeted to
developers than ``end-users''.

Use one of the `full' CTM deltas as the starting base.  Pick the
latest you can find that has an `A' in the name.  I once started with
cvs-cur.0380A.gz. :-)
