Looks more like an incorrect path to me: $ locate FvwmPager /usr/X11R6/lib/X11/fvwm/FvwmPager /usr/X11R6/lib/X11/fvwm2/FvwmPager /usr/X11R6/lib/X11/fvwm95-2/FvwmPager Check out the paths at the top of the .fvwmrc.
