I've taken a look at the FAQ. I couldn't be bothered to read the legalese, so I may have missed something important. From what I see, it all hinges on the definition of commercial use. If they mean companies who sell an X add-on package for their product for > $100, I think it's entirely reasonable that they should get their $0.25 or so royalty. If they mean companies like WC that just put it on the CD-ROM with no value added, I don't think that's reasonable. But from what I see, they're restricting this to the former case.
