In that case, this PR should be re-submitted in about 10000 pieces
to remove non-Unix ways from other programs ;-).  To warm up,
implement this completely in kbdcontrol.  It currently allows
the evil "kbdcontrol -l uk.iso".  Hint: understand the patch in
the PR.
