Subject: should we update xntp in the base system to newest ntp version ?

The version we have is based on ntp 3.4e.
The current versions are (see http://www.eecis.udel.edu/~ntp/)

     ntp-4.0.72g.tar.gz latest release
     xntp3-5.93.tar.gz previous release
     xntp3-5.91.tar.gz earlier release
     xntp3.5f.tar.Z NA
     xntp3-5.93-export.tar.gz	Export only
     xntp3-5.91-export.tar.gz	Export only
     xntp3.5f.export.tar.Z	Export only

Does somebody know, if there is a demand to upgrade xntpd ?
Why is the newest version only called ntp ?
Is ntp-4 export restricted, since there are older export only versions ?
Should the new version be imported into /contrib, if we want to upgrade ?

What gives you 90% more speed, for example in kernel compilation ?
