It should, IMO.

 * I assume that anyone building -current is actually going to _run_
 * current, and since it requires root privileges to install, I don't
 * think it is a big ask to expect root for the build too.

Um, that logic is flawed.  The whole point of the build/install-world
split was to make sure people can build a -current world without
actually having to commit to run it.  (Think NFS servers, etc.)

Didn't someone submit a patch to fix this very problem?  Bruce?
