Maybe because its description mentions "converter" four times:
"This is yet another ANSI/Turbo Pascal to C/C++ converter together
with BGI graphics library emulation for X Window System..."

It looks very similar to p2c, which is only found in lang,
while ptoc is in lang, devel, converters and x11.
I'd expect to find the one wherever I found the other.
