WOA!! READ THE THREAD!!!! Brian Cully is the one who suggested moving
make.conf to a man page, NOT ME!! My original commit was to simply
tag on a make.conf.local check onto the end of make.conf, and when it
was pointed out that it would be better placed in sys.mk, I said
'fine'.
Personally, I would rather just stick it in sys.mk and be done with it,
especially since there seems to be more resistance to Brian's idea then
to even the original make.conf .include of make.conf.local.
