The first one was simpler for the purposes of the amanda configure script though, the goal being that Amanda could compile out of the box on FreeBSD-3.x, which it currently can't. For now they will use the command line chio program with a perl wrapper until someone gets around to modifying the scsi-chg program to use the new structures.
