I wonder what the chances of having the password verification stages of login (or PAM) rehashing the passwords on a successful login would be? This would be an excellent way to transition a system from one set of hashes to another on the fly, without having to get thousands of users to change their passwords simultaniously. Of course, this adds complexity to the password verifiers as they'd then have to do password file locking and rebuilding.
