To the best of my knowledge, mrouted doesn't use BPF, but a variant of a) 
seems pretty likely.  mrouted needs the NICs to be in promiscuous mode because 
it needs to be able to receive packets for arbitrary multicast groups without 
having to explicitly join them (at the MAC layer level).

Pavlin, I don't mean to insult you, but did you remember to put:

options MROUTING

in the kernel configuration of your FreeBSD machine?  I'm not sure what would 
happen if you forget to do this, but I'm pretty sure the machine isn't going 
to do what you want...
