If it was in /etc/master.passwd, yes.  In /etc/passwd, no.  At least, I run a
lab of 80+ machines running NIS over FreeBSD and Digital Unix and all the
FreeBSD clients have +:::::::: in /etc/master.passwd and +:*::::::: in
/etc/passwd.
