I'm still not sure why you want to do this.

For one thing, the doc people don't seem to be able to make up their
mind what the correct directory name is.  First it was ja_JP.EUC, then
it was ja.  (And that was a very painful transition for the ports
team, but you're not suggesting changing where ports install
documentation so that is not relevant here.)

You are now proposing moving it back to ja_JP.EUC.  But just a couple
of months ago there was a discussion in one of the Japanese lists
where someone proposed changing the official locale name of Japanese
EUC to ja_JP.eucJP (or something like that -- I don't remember the
capitalization).  Most people seemed to agree with that (although
nothing happened -- what ever came of that discussion?).

My point is that everyone seems to have a different idea as to what is
the right directory name, and it's fruitless to keep changing the
directory structure depending on who's currently at the top,
especially since it doesn't serve any real purpose changing it now.
(What's wrong with just using symlinks?)

Of course, *IF* and when we have different encodings for various
Japanese documents, we can always talk about a reorganization.  But
until then, I can't see this as anything other than a gratuitous
change for the sake of change.
