And someone in that then-grown pool will care about the desktop in a
personal way, and will work to improve it, and solve the problem.
Right now, nobody (or very few people) take the desktop personally, so
nothing will get done because nobody cares enough to do it.  'Because it
has to be done' is nowhere near as big an incentive as 'I want to do
this'.
