From the trace you sent (thanks for the decode Mark), it appears that this is
a problem with ILMI initialization.  We've got a few things to look at before
a fix is ready.  For a workaround you should be able to disable ILMI on your 
FORE switch via the AMI interface - 'conf signal new ... -ilmi down'.  Then
you can use 'atm set prefix' to set the address prefix - signalling should 
then activate.

Also, what is the version of software in your FORE switch?
