Although I haven't used it very much, I did play with it a bit before
committing.  SARAH seems to be far more configurable than newsyslog and
offers more flexible rotation options.

I believe that it is also available for direct use by users for their
rotation needs, rather than having to request root edit newsyslog.conf
for them, etc.
