For stuff like this I'd like to keep it around so that it acts as a 
pointer for people who want to contibute to stuff that they can contribute.

I also know that you don't want empty sections in the to-be-published
version of the Handbook.

How about you revert that patch, and wrap the sections in 

   <![ %not.published; [

     ...

   ]]>

or similar, and add a

   <!ENTITY % not.published "INCLUDE">

to the top of book.sgml.

Then, when you build the to-be-published version, redefine that to IGNORE,
and they won't appear.

I think that's a good compromise.

PS: "not.published" is a crap name.  Feel free to think of a better one.
