A nice idea, but not quite what I'm thinking of.  I'm really thinking of
someone sat at the wrong end of an expensive phone connection who's thinking
"Should I do 'make install' now, and hope it's not going to suck down 
multi-megabytes of data, or should I postpone it and/or find some other
way of getting the files?"

If they've got to dial up to answer this question then it's not as useful.
