The the Supreme Court could grade the exam(s).

If the entire Congress were required to take the exam then in the future
when the Supreme Court is scratching its head trying to decide what
Congress really meant by a law then they'd have the exam records for
insite to see what the members really knew and were thinking. The 
elements everybody misses clearly should not have as much weight under 
the law.
