Try ./MAKEDEV acd2, this should make 2 acd devices, named acd0 and acd1.
It would appear to be a bug that ./MAKEDEV all doesn't at least make
acd0 (MAKEDEV all does MAKEDEV acd0, and as you have found the latter
does nothing).
