Does this mean we can now remove -lxpg4 from ports that need i18n
support in 5.0-CURRENT?

If so, could you make the job easier by bumping __FreeBSD_version?

This is only necessary if we can no longer link to -lxpg4 in -CURRENT to
get the i18n support.
