Yes and no. No, there is no builtin capability to allow non-root users
to use mount(8). Yes, there are other ways than sudo.

Personally, I think a very short, very securely written, setuid,
wrapper program to call mount would make sense.

Well, 'mount_msdos' has a 'user' option but it means something
else. If you want mortal users to mount MSDOS floppies, tho', you may
want to use it.
