What a f*ed up mess.  If he provides required starting code what is
legitamatly GPLed then you're screwed.  This guy's reasioning doens't
seem to be all the selfconsistant.  Personaly, if you'll have to deal
with this guy on a reqular basis, I'd look very hard at finding a
different program and tell the administration exactly why if you do.
