Yes, it is a problem with PPPoE (silly protocol...), broken routers
and packet sizes.

Upgrade to a newer version of ppp, which contains workarounds for this
problem.  I believe <http://www.freebsd.org/~brian/>; contains both
binaries and sources you should be able to use.

In <http://www.daemonnews.org/200101/pppoe.html>, section 6.3 you can
find an explanation of what is happening.
