Well, if you wanted a possible reason, it's because there is no
standard for where to put PHP apps, or rather, web apps in
general.  Kinda puts a damper on the feeling ports committers
like to get when the commit something.. "This port I'm committing
WILL work on everybody's FreeBSD boxen just like it did on mine."
