=09If it's a logical conclusion to draw from what Stalin stated,=

gets (some of) the blame for it whether he said it or believed it=

may be erroneous to describe it as 'Stalin's belief'). Similarly,=

illogical conclusion to draw from what Stalin said, he's free=
 from blame even 
if many people draw that conclusion from his works.
