This is too brief.  Could you please explain it in a bit more detail?

I've backed this change out locally with the latest sources, and don't
see any difference.

FWIW, this change damaged the comment, and didn't actually made it
TRUE for the -j case.  For the -j case to work, you'll have to provide
the relevant __L dependencies or, better yet, split _startup_libs into
two classes with lib/csu/... in the first class.
