I don't know if we should, but we should be able to decide later and
be able to implement that decision.  This information is currently
available in the web server logs, but these are only available to the
developers (and now, with nwww, perhaps not even all the developers);
I don't see any reason why PR submitters should be anonymous to
everyone else.
