I don't think you've given nearly enough detail for anyone to answer
your question. So, I'll answer with more questions. :-)

I don't understand what is pinging what across what. An ASCII diagram
of your network and a bit more description would help.

First, what does this have to do with ISP-related FreeBSD discussions?
(I'm not trying to be an ass. Knowing the answer to that would
probably help answer your question).

What do traceroutes between the affected machines show? Is it possible
that your 28ms pings are going through your uplink? This is possible
in some situations.

"Bandwidth manager"? Would I be correct to presume that is a FreeBSD
box using traffic shaping? (Again, more explanation is needed).
Perhaps you've added a rule which inadvertantly adds latency (or
reduces bandwidth, which also adds latency). Try reverting to an open
ruleset to see if the problem disappears. If it does, your ruleset is
at fault, and you should fix it, or perhaps post it to the list for a
few suggestions.
