I think that's a better way to do it. This same topic of removing stale
files at installworld time has been discussed before, and it seems to be
the least evil solution.
I hate to be so rigid about not having mergemaster do it, but it was a
principle at the beginning, and users are now justifiably reliant on
things being consistent. If we're going to change our historical
behavior of not deleting files then it should be something entirely new.
