If ocaml isn't build already and WITHOUT_GUI is specified for mldonkey,
you want to have ocaml build WITHOUT_X11?

I haven't tested it, but perhaps setting
 MAKEFLAGS=$(MAKEFLAGS) -DWITHOUT_X11
does what you want.
