Naively? No.

beans.ebn.kun.nl$./buildconf
buildconf: checking installation...
buildconf: autoconf version 2.53 (ok)
buildconf: libtool version 1.5a (ok)
libtoolize not found in path

Less naively? No. I've got libtools 1.[345] installed, but no libtool.m4=20
anywhere, and buildconf complains about it. But Bob points out it builds fo=
r=20
him, so it must come from somewhere.
