I found a bug in OPTIONS handling, we get an extra newline sometimes.
An example options file that gets generated:

# This file is auto-generated by 'make config'.
# No user-servicable parts inside!
# Options for lmtpd-0.9.16_1
_OPTIONS_READ=lmtpd-0.9.16_1
WITH_PCRE=true
WITHOUT_MYSQL=true
WITHOUT_DB3=true
