gnupg2 requires with a standard interface to read passphrases and
PIN codes (in combination with smartcards) in a secure way. For this
security/pinentry is needed. It comes in several flavours: curses, gtk,
gtk2 or qt. I believe the default for the pinentry port is to build all
variations.

gnupg2 is not fully functional without pinentry installed, but you can
go for the curses-only interface by setting certain make variables.

Ofcourse, you could also stay with gnupg1 (which is still developed in
parallel) and doesn't require additional libraries and external
programs. Gnupg1 doesn't include some more exotic new features, but
it's functional.
