Yes, rebuilding devel/icu and it dependencies works.

I also deleted the stuff in /usr/local/lib/compat/, just to make it
sure it does not collect the wrong libicui18n.

/usr/local/lib/libicui18n.so.46.0 was installed by package icu-4.6
