You shouldn't need to if you put an couple of external nameserver
entries after the localhost entry in resolv.conf.

Alternately you might try adding an extra rc file with:

# PROVIDE: ORDERUNBOUND
# REQUIRE: ntpd  ntpdate
# BEFORE:  local_unbound
